Do you flash someone when their lights are off?
There is always some idiot on the road with no lights on when its dark. Do you flash a person who has no lights on to let them know to put them on? or do you just simply ignore it? I usually flash them.

Don't flash your lights at them since its a start to a gang code, to start racing and they will commit road rage at you sometimes. This has happened in my city alot and people have died. If the idiot is driving without his lights, just ignore him and he will pay the consequences if any. You dont want to endanger your own life.

Pull up in front of the the mofo and brakecheck the mofos. They'll flash their highs and maybe that would remind them to turn on their headlights. If its shady looking characters in the car, drop into 2nd gear and take off.

This is one of those urban ledgens that you hear about all the time.
I've personally have verified this with the local police officials.
You can also go search the web for other urban ledgens and myths. There are lots of them.
