Bottom part of Icebox tube came off.....problem?

so i was twiddling around in the engine bay and i go to reach my hand down under the battery driverside taillight area and i feel a piece of loose plastic tubing. So im like, i bet the people who installed my icebox just left some stock tubing down there.
Then i got curious, so i started pulling those black tabs to get to this tubing. I pull the tubing out and look up inside the icebox and sure enough, its the lower tube part that connects to the bottom of the box. Im gonna have it reattached, but am i cool to drive for a while with it off? I didnt notice any sound difference or performance difference.

im guessing the reason why i need to attach it other then the obvious is because that part of the tube brings air back up into the filter.

Sorry for my newbness, but I am curious as to how the system works.

Tell me if I'm wrong:
From what I've gathered, the comptech Icebox has a regular cone filter inside of the plastic box. The box itself just acts as heatshield and the pipe underneath just helps to channel cold air to the filter. There shouldn't be any serious harm in having the lower pipe disconnected, except that it might hurt performance, right?

it just wont draw as cold air from the fender that it should. without that lower piece, the air has to move vertically up into the filter, whereas with that extra tube angle down, the air comes right in through the front bumper.
