01 cl type s HID headlight issues

Im having issues with my headlights. One day I go to leave and turned on my lights and all of the passenger side lights up front, the fog lights the running lights and the low beams were flickering and if I turned on my high beans they completely shut off but only the one side. The driver side lights were all still working just fine. So I took the low beam HID bulb out and put a different one in that I knew worked and it just did the same thing so it' not the bulb. Is it the ballast, and why would it be just the one side of lights? Also the day before this happened I had removed the aftermarket Kenwood stereo by cutting the wires from the stereo harness to the car wires and I was wondering maybe I had cut a wire that was connected to the headlights somehow that's the only thing that I can think of that could of made the lights do this. I haven't had any issues with the headlights prior.
.. please help!

FWIW: One of the best ways to diagnose your headlight issue, would be to remove both headlights, and swap the bulb, ballast, and or igniter, individually, from the known operating headlight to the non-operating headlight. If, after swapping the individual component parts, the passenger side headlight still exhibits the same issues, the problem most likely resulted from cutting the wrong wire under the dash. It may be coincidental, that the problem didn't occur, until you cut the wires, to your your aftermarket stereo, that of course, depends on which wires were cut. I think it would be unlikely, if an under-dash headlight control source wire was mistakenly cut, that the passenger headlight would behave the way you indicate it is behaving. Most likely, if an under-dash headlight control wire was cut, it would affect both headlights. Regarding your question : Is it the ballast, and why would it be just the one side of lights?", each ballast operates independently, and controls it's own headlight, therefore, a failed or failing ballast on one headlight, has no impact on the operation of the other.
