Turn signals don't work, I've tried everything!

Ok here the deal my turn signals do not work, if I move the indicator up or down nothing works, the bulbs in the front, back, or even the green arrows on the dashboard do not light up. However if I press the hazard button in the middle of the dashboard then they work. Basically they only work as hazard lights but not as directional turn signals.
I have replaced the flasher relay, (the one under the dashboard above the interior fuse box) and I even replaced the turn signal/head light switch (the one behind the steering wheel that turns on the lights and the turn signals) and they still don't work. I have no idea what the problem can be there is nothing labeled a turn signal fuse so I don't think it's a fuse problem. I really need some hell. Thanks

Since the hazard flasher works (and has its own fuse I believe), I'd suggest keep checking for a fuse; it's obvious that everything is working. There should be complete diagram of the fuse box in the owner's manual.

I understand that, but I don't see anything labeled as turn signal fuse in the diagram of fuses, that applies to both the one under the hood and inside the car. I'm relieved that you think it's a fuse because the it's an easy fix but I just can't find which fuse

So is there anything else not working? I did a search on this problem, and it sounds like there could a few things going on, none easy or cheap. You may need to visit a professional

Sorry for double posting but I've yet to get this fixed, Honda quoted me a price of $200 just to diagnose the problem, then he says they can only give me the price of how much to fix it once they find out what the problem actually is. However he was nice enough I guess to get talk to a technician for me who said it sounds like there's a short in the turn signal ground cable.
Now my question is how exactly do you test the ground? I know you need a multimeter which I have but that's about the only piece to this puzzle. What exactly do you do? Excuse my ignorance I just really need help.

Just a follow up, I finally got the turn signals working! had to get a new fusebox put in because mine was fried! So happy I almost forgot what it was like to use signals. Just one thing when the headlights are on, the right turn signal only hyper flashes, any idea why? Just to clarify: I have LED turn signals all around, with an LED compatible relay. (I soldered the resistor in there) when I need to use my head lights. the right directional turn signal will hyperflash. But if the headlights are off then they both work fine.
