stupid licence plate rust

Several months back, I bought a so called "stainless steal" plate. After a month of so, I saw rust developing on it. Does anyone know how to remove the rust?

Is the plate frame or the plate itself rusting?

the frame. It's got small rust spots everywhere.

That sucks. Try some WD40 to start. If that doesn't work, try a commercial rust remover. Otherwise, switch to plastic for the plate frame.
