power outlet on?
Not sure what exactly you're trying to achieve, but the outlet is on permanently whilst the ignition is in position II or the engine running.
Other than that, it's off when the key is removed so as not to drain the battery if you forgot to unplug whatever was in it. Makes perfect sense seeing as we humans can be a tad forgetful sometimes!

Like PJS said, it's on only while your ignition is on. It's a safety feature so that you don't drain your battery in the middle of no-where.
If the TSX is anything like an accord, you might be able to tap into one of the posts in the fuse box by the dead pedal. There should be something that's on if the ignition is on, and another that's on 24/7 (ie: for your car alarm).
I actually have an idea on how to set up a keyless system up easily on my tsx, but i need a reliable power source. I too have thought about using the outlet, but I'm afraid I might drain my car if I don't drive it often enough lol
