2005 tsx, high beams work but not the low beams. I turn on the switch and for a couple of seconds my multimeter reads 12 v at the plug that goes into the ballast, and then it immediately drops until it's barely a trickle. I've cleaned up the ground on the passenger side front fender, and checked the fuses. What could be going on?

Ok, I didn't think there was a relay for the headlight on the tsx...is it under the dash?
