Good for:
- Performance (gains from 0rpm to redline!)
- Fuel efficiency (less rotating mass = less fuel used to overcome that rotating mass)
- Wallet -- great bang-for-buck mod, just behind Hondata.

Bad for:
- ??

I have yet to hear of anyone who claims that with any evidence that doesn't point to the contrary.

There have been dynos of the TSX with UR pulley set making 10whp and 10wtq. It's a pretty significant increase. I would stick with UR. Their pulleys are 0 gram balanced and CNC machined.

Here's a somewhat stupid question, but if you replace the pulleys, do you use the same belt?

You can with the UR set, but the belt is a tad long. The one for a CR-V is a hair shorter than the stock TSX belt and fits perfectly. I don't know about the others.
