Help!!! Question on Rev Limitor while parked

Last night I was taking some night shots of my guages. I turned on the car and wanted to do a snap shot of the RPM guage while I stepped on the gas. I don't know if this is common for the TSX. But when I reved the motor, it did not want to go past 4500 RPM's, as if it were hesitating. Wondering why did it not let me take it to the red....So I decided to take the car around the block, and I reved while I was rolling in neutral. Then it let me take it to red ....So I took it on the freeway and shifted gears 1-4 on red hoping that there was nothing wrong...did not feel like anyting was wrong. When I pulled into my driveway after testing my car on the freeway, I decieded to rev again in front of the house. And same thing did not let me go past 4500 RPM. Is this normal???

yeah this its supposed to be like that. sort of like how you can't shift into 5th or 6th when you're stopped.

The fuel cut-off is by design.
