Remove the plastic lower covers (2, over your knees under the steering column), undo two screws and with the steerin wheel all the way forward and down, tilt the cluster forward. I'm pretty sure I looked this up for someone before, but it looks very simple.

You need to pull the driver's lower cover and the steering column upper cover...otherwise correct. Two connectors, a 18P and a 22P hold it after you pull the two screws, tilt forward (cloth recommended to protect) and unplug.

Rewriting the Odometer is the bear, the "Honda Diagnosis System" has to be connected before removing the old and the process followed to write to the new one. If you have replaced the cluster without this process, there is not a listed way to retrieve your mileage...and if the new cluster is not new it'll show the old mileage. If it is new, the odometer and all related functions will not work.

just to revive an old thread. my cluster stopped working the last few days. could i just swap in a used cluster? the local salvage yard has one with about a thousand more miles than my vehicle has now. could i just swap in the salvaged one? i dont care if it reads a thousand more.

If the used cluster is the same year, it's gonna work....however...

You have to care about the mileage. You probably need witnessed statements (your vehicle mileage, the used cluster mileage, etc.) and to fill out paperwork with your local DMV.
