what happens if someone sells the car but only hands over one keyfob and keeps the other? can the buyer take the single keyfob and get it reprogrammed so that it and only it works with the car, while the seller's extra keyfob is rendered useless?

I know that there is a way to disable previously programmed FOBs. I did it accidentally. Here is what happened.
I bought a Honda Key (call it H1) and had Moda-Way modify one of my Acura keys. I then programmed it to work with my TSX. At this point I had 2 Acura FOBs (call them A1 & A2) and the H1 key all working. Then my H1 broke. I bought another Honda key (H2) and did the key mod again. Due to a mixup I had to program the H2 key. When I programmed the H2 key I lost the remote functionality of both my A1 and A2 FOBs as well as the H1 key. I realized that the programming instructions say you can only have 3 remotes programmed at the same time. I assume that when I programmed the fourth remote (H2) the remote code changed (or something like that). I finally had to re-program the original A1 and A2 FOBs and the H2 key for them to all work.
