half a ring by the wheel hub

So i was taking off my winter tires and putting my all season, and found a thin half a ring by the bolts on my front left wheel only. Anybody knows what it is?

if i only know how to post a pic on this thing!
It is about the thickness of a paper clip but tougher material. It is only half a ring that I found, but if you take the full ring it would be maybe a 5 inch diameter.

I don't have any half ring on my rotors or wheels. That piece could be from road debris.

I'm also thinking road debris. Mostly because I can't think of anything that could be used for around your wheels.

hum..it was stuck by the rods...there is no way a road debris can get there unless when my winter wheels were mounted last December, it found its way in there at the shop...
Once tightened, there is no space between the wheel and that casing.

Is that a bent up hub ring from aftermarket wheels? You know, if aftermaket wheels have a larger center bore than our hubs, you need a ring around the hub to make up the gap.

That doesn't look like it's from any kind of hub ring that I've seen (and I've seen quite a few), but.... it may be used to hold it in? Any of the hub rings that I've used though (and pretty much all aftermarket wheels require them) just push in, and by virtue of their function don't require anything to hold them in place. Could it be part of the wheel center? (the decorative cap that goes in the middle of the wheel).

The decorative cap is maybe an inch and half in diameter. So that's not it. I also thought that since it is after market wheel, it could be a piece of metal left from machining the rim...
