Where can I find instrument cluster for 96 3.2 tl.

Why do you need the whole cluster?
When my odometer went out, I went to a shop that repaired them and they were able to replace just that part.

try www.car-part.com it scours junk yards for the parts you need.

or you can try ebay.com

Speedometer

Here in Puerto Rico I have not found where to fix it. I'm also looking for a junkyard that has one, but no luck so far. What I need is the speedometer.
