97 RL window relay troubleshooting help

Problem window (passenger rear) won't move- 3 other windows work perfect...

Hypothesis: I think it's the relay to the rear passenger side, because the relay only reads 11.4V (short of 12) on the multimeter and it won't make a window budge up or down.

***I have tested the following items and they were okay...motor, regulator, switch (master and local). Any alternate explanation?

Fact 1: The problem windows switch was tested and it is good.

Fact 2: Both the switch on the problem door and master switch cause a "surge" or "click" noise but neither of them will move a regulator (up or down) when hooked up to a working window motor and regulator.

Fact 3: For the problem window the relay is only spitting +/- 11.48V....AND it does not roll up or down a working motor and regulator.

I have heard several alternate explanations but what do y'all think is my problem?

I looked at the fuse under the hood and it looks good...why would all the other windows work and not that one?

Okay today I hooked a multimeter up to the under dash fuse box and did not get any voltage when tapped in to the problem windows circuit (where the fuse goes)...I am assuming that my problem comes from the cord running from somewhere to the under dash fuse box...probably has a tear in the cable somewhere? need help!
