P2236 Code How to tell is watergate actuator needs to be replaced

I have a 2007 RDX with 185k miles on it. I recently got the P2236 check emissions code. I read online about replacing the bolt on the end of the wastegate actuator due to wear. When I got it apart I did find that there was play in the eye bolt as described online, however I also found that the post on the wastegate actuator (where the bolt connects) doesn’t stay in place. Once I disconnected the eye bolt the rod that it connects to drops down and does not stay when I push it back up. My question is, is this normal or does this mean that the entire wastegate actuator needs to be replaced?
