Belt whining noise

Belt whining noise

I just had a shop replace my timing belt and drive belts about a month or so ago. Ever since I got the car back ('97 CL 2.2) it has a had a weird whining noise that sounds almost like a vacuum leak or even a turbo winding up (gets worse as engine revs), but I think is belt related though. I checked the belts and one shows a little wear on the side and the timing belt cover looks like it is being cut as the belt moves, as shown in the pic below. My question is what would cause this to happen? Did they not install the timing belt cover correctly?

I forgot to mention the belt is a good tension and not loose too.

Well, after doing some more research it sounds like the timing belt might be too tight, as the whining noise sounds like a supercharger. I wonder if it will be a problem, or if it will be OK?

Timing needs to be spot on so you better bring it back before it snaps along with your engine!
