there are to little level thing on each one too. as long as the marks on them line up then your ok. I think the headlights also naturally point more to the passenger side.

theres a slot on top of the lights to put a phillips screw in. After that you need to align it w/ the leveler right next to it.

check your head light bulbs..see if they are loosen..my brother's vw jetta used to have the same problem but found out that one head light bulb is looen..
