New custom Grill!!!!

Can anyone halp me out! i've benn trying to take my 97 grill apart but the damn bolt just keeps turning. Is there anything else i need to unscrew first before i try to take out the bolt. Please advise!

What bolts are you trying to take out, The four black ones?

i stripped one of my bolts taking it off, but then i ended up using a different bolt
