You can find the rings set here: www.terrshop.com
This guy use to sell this stuff on ebay but he seems to be gone from ebay now. You may want to email him and see. I've heard that some people had bad experience with him though. However, mine comes clean and fast from him.
As for the blue light, you'll need to buy four blue 168 type LED bulbs. You should have no problem finding those on ebay or you can try here: autodynamic.com
The 168 type has only one LED and that's what I've in there now. I ordered the 194 type (one with 4 leds) and they looks like a perfect fit as well.
As for the instruction on installing them, just search for instruction on how to install the gauge. They took me around 45mins to install as I never had taken out the cluster.
Price for the parts:
$30 (include shipping) for the chrome rings
$20 for the four LED bulbs.
Hope this helps..

I was the one that excremanCL mentioned having problems from terrshop.com. They are the '94-'97 Accord guage rings. He charged me $26.50+$4 shipping, never got mine after 2 months. I recently got my credit card credited back after submitting complaints to VISA & billpoint.
