Blow off Valve
When the throttle is open, the turbo is happily cramming 15psi (in the case of my WRX) into the intake manifold. When you suddenly let off the throttle (to shift), all that air has to go somewhere, and that's what the BOV is for. Stock ones shoot it back into the intake manifold and aftermarket ones vent it to atmosphere (PSSSSSHHHHHH!!! sound).
If the BOV wasn't there, closing the throttle would cause the air to stop and stall the turbo, causing long term wear.
