Is it time to change

I was wondering since my vehicle is a 2010 model should I have the bulbs and ballast replace with a new set? If they haven’t already, or should I wait until one goes out and then replace them.

Do you drive much at night ? Mine a 2010 and most of my driving is daytime so your bulbs could last another 3 years who knows so if your not big on upgrading the bulbs and it doesn’t sound like it then I would wait. Changing headlight bulb wasn’t easy and my attempt failed and I had a guy come to my house and he pulled part of bumper cover and removed headlight to install bulb. So there is a cost if you can’t do it so I would wait.

only replace things that are broken or worn out...
if the lights are still going, no need to replace them.

if they are burnt out, obviously replace them

No need to replace ballasts before there are problems with igniting the bulbs
If bulbs don't flash or turn blue or purple - no need either

They do seem kinda of dim compare to a family members 2013 Nissan Altima SE. I noticed that their headlights did seem brighter then mine ZDX.
