Tar and paint removal

Please help. I have a 96 Dodge Intrepid in good condition. However, I have paint and tar that I have not been able to remove from my rear panel. I've tried Walmart's Bug & Tar Removal and WD40. Neither touched it. The tar is rather thick. Any suggestions without ordering products online?
