Small piece of spiderwebbing on bumper...

Not talking about swirl-mark related "webbing" here either...I mean the kind of spiderwebbing you get with moderate impact to a polyurethane bumper cover. (ie an accidental bumper tap in a parallel parking situation). The affected area is about ~4" long and ~1/3" wide right below the rear license plate, so I'm guessing this is probably what happened unfortunately.

Is this the sort of blemish that can be removed with a clear-coat product like Meg's Scratch-X (which I do have handy), or is it damage to the finish below the clearcoat and not really fixable? Though I'd ask before I bothered trying anything.

If its cracked the clear due to stress it won't polish out like a scratch.
