Where is the silicon? Along the seam between the two parts?

I have a buffer. If "it will buff right out", I mean.

Are you talking about the silicon packets in the housing or an exterior silicon sealant bead?

Silicon sealant bead that was used to seal the headlights after they were blacked out, it spewed out and the owner just smeared it everywhere to fill the crack... Kinda annoying. The only stuff I found said not to use it on plastic

Can you use either claybar or a some headlight polish (is it glass or plastic?) on a polish pad or a foam applicator? May take some effort but it should polish off.

Have you tried:

By hand on the areas with the silicone? You may need to use a scouring pad to remove the silicone from the headlamp first and then polish the entire headlamp to get it consistently clear.

That sucks, I would try picking / peeling / rubbing it off by hand, then try clay bar, polish.
