Quite a Problem with Concrete on Paint!!

Hey guys so parents leased a 2008 acura tsx. My mother was driving home and according to her a concrete mixing truck went past her, (or so she says) and sprayed a bunch of concrete on to the car.

She mentioned this long after the concrete had a chance to dry on the car. So now there is pieces of dryed concrete all over the car. I was afraid of wash it off because i do not know if it has bonded to the paint.

What is the best way to get rid of this concrete that is splattered all over the car? Please Advise. Thanks for any responses.

I agree with the google quote, try some vinegar to take it off.

I have seen both solutions to it befre ... Have used the vinegar but it was a light concrete smear.
