Paint scuff

Long story short... somebody grinded their bumper on my car while I was in class today. I'm really pissed there was no note or apology or whatever :angryfire. Their paint basically scuffed onto mine and I was wondering if anybody has any experience removing this safely? Any tips?

sctrach x2.0 from walmart, or any auto parts store has it. that stuff works wonders. you need to actually put some 'elbow grease' to get all the color out...same thing happened to me except i had yellow and red paint and its all gone, except the dents and little scratches
