How the hell do I fix this? (Paint problem)

This is my friends pathfinder. She washes it maybe once a year, and it has never been waxed. Now, surprise surprise, her paint is starting to bubble and peel on the hood.

I told her if there was anything I could do to fix it I would... but I'm not sure if there is anything I can do besides getting the hood repainted.... anyone have any advice?

That looks like a lot of clear coat is peeling/flaking off. It will have to be painted IMO.

I'm suprised that after looking after a paint finish like that the clear coat should fail and require repainting

If she's not going to take care of it, why even bother getting it repainted? Dumb...
