getting bumper clean
First, just let them soak for a little while to loosen them up. A MF towel wet with wash soap water should work. The just wash normally.
Second, try some Bug and Tar remover. This will typically remove any wax/sealant so reapply to the bumper when done washing.
Third (if the first two didn't work) hit it with a clay bar and lube. Re-seal/wax when done.

Usually works for me. You sure these are bugs? How long were they on the paint? They can "etch" the paint if left on for too long. May need a PC and some polish... Try the clay bar first, though
Let the bugs soften up a little with some water/soap. Adding the MF to the mix prevents the moisture from evaporating before its necessary. Still the best trick in the book, sound advice.
