Foggy head lights cover

How to clean this and if there's any car shop (walmart, juffy lube etc) I can take this where the can clean it for me. Will it be hard to get the cover out? Thanks

you can get a 3m headlight restoration kit from an autoparts store for like $20 and do it yourself
