A good cleaner would definitely work, like Klassse AIO, P21S, Pinnacle, Sonus, etc. If you need information on where to buy, let me know. Hopefully, you don't have any etching.

if clay isnt removing the water spots your clearcoat may already be etched. polish can work but only if the etching hasnt worked its way down into the clear too deep.

vinegar is a good alternative. take an old rag and soak it in vinegar and lay it across the area in question. allow it to sit there and penetrate the area. the vinegar will help remove the calcium deposits left by the water.

if vinegar doesnt help you and you are set on removing the spots you may have to step up to wet sanding the areas.

I had to resort to the vinegar fix on my wifes CR-V several years back. I was able to remove all of the spots without having have to subject the paint to a wet sanding. As suggested, you might also try some medium polish as well.

This link might help as well.
