Any time if your in the garage. What really kills detailing is the heat and direct sun. Not to mention its toll on you when your detailing. So as for the best time, there really isnt one time better then another.
Obviously cool weather, humidity around 25-40% would be ideal, but were not always blessed with ideal conditions when detailing.

If you're doing a full detail, it's best to start when the sun comes up or right before it does. A canopy and/or enclosed garage would be ideal as well.

the hose is a 15 min drive away from my apt...

can i rinse/wash outside, drive home, and polish/wax in my garage?

will the 15 min drive (highway) accumulate enough dust / debris for me to have to re-wash?

in other words if the 10 min drive negates the wash... i have to do everything outside

The commute shouldnt accumulate anything a quick NRWS spritz couldnt handle. I mean it takes all of 10 minutes to do the entire car with NRWS.......

You'd be perfectly fine by QDing the car when you get back home. Just don't go through a dust storm or mud, hehe.

Megs is fine. Your just using the lubricants to assist removing any splatter or dust which may have adhered in transit. Then go about your detailing ritual........
Time? Any time of the day is fine, usually mornings and evening are the coolest, but with cooler seasons arriving in several weeks, you may find mid-day a more appropriate time soon enough. Just pick the time of day which is comfortable for you....

I prefer a cloudy day if I'm out in the driveway.

I do all mine in full sun usually starting at 8 am .. finish by 1 .. Optimum polishes don't seem to mind the sun and PoliSeal is the same ..

As for sealants I use Duragloss #105 or Megs #21 and 21 "might" streak a but in full sun but not in most cases. Then a Dist water wipedown takes acre of it.

Do you ever have any issues when detailing black vehicles in full sun?

Not really .. sun in the morning , even tho hot , is lower in the sky thus not bothering the polishes.

If I can I will pull the car into the shade of the house to apply the sealant and do windows but I get little shade there till around 3 PM. And trucks are another story.

This gives you an idea of the shade I don't have .. this is 2 in the afternoon. The truck was finished around 1 .. my house faces east so I get the morning sun out front.
