iphone 5 question

Sorry if this is a dumb question but I can't figure it out

I have an android and I can get picture messages and email
Over WiFi. My wife has an iPhone 5 and it seems she can only
Get picture messages over data, not WiFi

Is it an Apple thing or a setting on her phone?

Definitely not an Apple thing. I would maybe turn the iMessage and MMS settings to OFF and then back ON, while on wifi, to see if that works.

Doesn't MMS use the same protocol as text messages? Why would it use WiFi when texts only go through cell network?

imessage not equal to MMS. If you're inferring that while your wife is on wifi and there is no data connection then no she shouldn't be receiving MMS or SMS for that matter.

texts as in SMS as opposed to MMS?

iMessage: needs data or WiFi
MMS: needs data
SMS: needs reception, no data necessary
