It keeps locking up and saying IE has stopped responding. Does this to both my Desktop and laptop. I tried RESET, but no luck. Any suggestions please? I do not want to upgrade IE as my desktop is a work computer and am afraid my software for work will not work with an IE upgrade.

That's a very generic problem. Try system restore? Open IE with no add-ons and see what happens. There's a thousand reasons that could be happening

 

Try Firefox? Chrome? Opera? Something other than IE
