Each software drawing tool is strong at what it does.

Illustrator is intended to be used for creating vector graphics, Photoshop, raster graphics. This isn't to say that Illustrator can't make raster graphics, but it's much easier to make vector graphics in Illustrator than Photoshop. Of course, Photoshop also has much more to offer when it comes to editing pictures and applying filters to graphics, etc.

Both are more than capable of using tablets. I don't have experience with any HP Tablet PC, but I have been using a Wacom tablet for a number of years and both software packages perform well with it.

Think of the tablet as more of just being an input device, it's independent of the software you use it with unless of course the tablet you are using offers custom services to tailor the tablet to a specific program where you can configure buttons to do certain things while you are using a specific program. For example, I can change the wheel interface on my Wacom to be the zoom button, or to change the brush sizes, but that's dependent on the software that came with my tablet, not the OS.

Do you know if your HP tablet has pressure sensitivity points?

Just an FYI, if your tablet does in fact have the ability to alter pressure sensitivity, it will provide you the ability to vary brush strokes by varying the amount of pressure you apply to the tablet using a stylus. The more pressure sensitivity points it has, the more sensitive it is to pressure.

Just as an example, my older Wacom tablet had 1024 pressure points; however, my current has 2048. I haven't made use of this very much as most of the stuff I do isn't for freehand drawing. I suck at freehand.
