Best GSM unlocked under $200?

I want to get a better phone than my Samsung Impression for ATT. I don't want a BB and want something touch, 3G, Wifi would be nice, and a decent sized screen. I don't care about camera MP's or GPS. I say unlocked so that I can consider a smart phone but without paying $30/data. I pay $10/mo since my phone's not a smart phone. I was looking at the Nokia 8300 XpressMusic which I've seen on sale at Dell for $200 but on occasion.

Not a working 3G. At least on ebay that I saw.

You'd still have to pay the data fee eventually on a smart phone, unlocked or not.

I pay the data fee now of $10 month. I read at howardforums that ATT only tracks the Nexus because Google will disclose to them. Not sure about the iPhone. I will keep my Impression just in case.

Back (at least 1-2 years ago), ATT would track the IMEI (?) of any data connected phone, and they were doing audits to make sure you were paying what you were supposed to. Are they still doing it for all data connections? I don't know. But be aware of the possibility.

People were getting back bills for their tomfoolery.

I've been reading on this and it looks like Nokias are safe since they're not ATT-branded. It appears that anything that ATT sells will automatically recognize the IMEI and thus auto-switch to $30 data plan. I'm even more heavily leaning towards the 5800XM. The exception is the Nexus One where Google notifies ATT (so I've heard).
