So a few weeks/months ago i got my battery replaced on my 6S at the apple store.. i noticed that the front screen wasn't exactly flush with the bezel anymore after the install... It's especially noticeable along the bottom. Anyone else? AM I just crazy, I could have sworn it was pretty much flush.

oh just as an update to this, went back to the genius bar to pick up a replacement microUSB to lightning adapter and got the genius to fix the lip.
When you say locked, you're referring to carrier lock right? Not the passcode lock? If you don't have a proper SIM card in there and have reset the phone without activating, it won't work. If you just took out the SIM and didn't refresh the entire phone, it'll just be in the "No SIM" mode and should be fine. (it would already have been activated)
If the device is not passcode locked or Apple ID locked, then yes you can use it like an iPod Touch.
My old iPhone 6 Plus is like that. I just left it on airplane mode and turned wifi and Bluetooth back on.

From my experiences, yes. Gotta wait until it's unlocked.

70 billion paid to developers since App Store launch.
with 16 million registered developers (as of today) that's only $4,375 per developer since 2008 or less than $500/year.
