Existing at+t customers aka "blue" customers, will have a chance to migrate over. Cingular will let the customer migrate regardless of contract (even including deposit customers), to get a new plan with cingular and new equipment which includes phone and sim (must sign a new agreement w/cingular to get discounted costs on equipement). Cingular will not let any "blue" customer use cingular plans until the equipment change is completed. This change will also include special promotional rates plans ONLY available to at+t customers. Rollover is exclusive to Cingular so you would have to migrate over to get that option.

out of all the major carriers at+t customer service is last (6th place) and cingular is 4th.

you can still use your at+t equipment, but you wouldnt be able to use cingular plans. Once you get the letter from cingular saying migrate over, you will see the promotions and deals they will be offering, and it will be a no brainer to migrate over.

thats because they're in the service business... not the phone business...
it wouldn't make proper business sense for any provider to give you a free or discounted phone without an agreement....
