Lately iv been really considering getting some teins for my 04 tl cuz i feel like im floting while going over bumps on the freeway. and also to be lower do you think this will sole my "floating" issue?

Yes is the short answer!!
My 01 felt like a boat before, now with SS it takes the expansion joints and bumps in the road as a quick thud. Cornering is flat, and braking no longer makes the nose dive
You can dial in the soft/firm to your liking, or go all out and get the EDFC controller and have instant adjustment on the fly...I know whats on my wish list

K good. thats what i am hoping for. I dont really feel like spending the extra money and getting the SS's. Actually, I would like to, but I don't really have the money! Do you think the basics will get the job done?

The Basics will be very nice. If you are not going to nit pick or want to fine tune the ride/handling, then they are the best bet! The Basics are a great general suspension upgrade.

I contemplated for the longest time between the ss's and the basics for my 06 tl. and what marcus said if you aren't planning on doing anything other than everyday driving on them the basics are the way to go. I have them on my 06 tl and am glad I got them. They ride very smooth and are not harsh at all. I love the handling with them, and they are not stiff at all. I would def. recommend anybody wanting to lower there car and still wanting a great ride. I bought them from Marcus and he was quite the great help and gave me great information before I bought them.
