removing tar stains

I noticed these nasty spots on the fiberglass rear bumper that looks like it was kicked up by the rear wheels. I'm not sure what it is exactly, but it doesn't want to come off. I've tried everything like industrial strength bug& tar remover, lighter fluid, simple green, rubbing alcohol, goo off, scraping hard with my finger nails, even rubbing compound and it doesn't even partly come off. Whatever this stuff is, it seems to be sticking better than the factory paint.

Anyone have any favorite products for removing these things? I'm just about out of options here.

Try WD-40. Got tar off cleaner than lighter fluid.

But if lighter fluid isn't even dissolving it, I wouldn't hodld out much hope.
