Bolsonaro was trying to move the race to his home in Rio. Sao Paulo got upset, so they changed the name of the race.

Back in the day, the F1 sporting regulations were very strict that every country could only have one grand prix. That's why we got the San Marino Grand Prix in Italy to skirt around the sporting regs. However, somewhere along the way, this rule was dropped.
