I want to know why Kimi got a 10 second penalty for a collision which allowed Hamilton to still finish 2nd while 2 weeks ago Vettel got a 5 second penalty for killing Bottas' race?

Because F1 rulings never make any sense. There just isn't any real guidance on using penalties.
I don't agree with the Gasley penalty. Didn't the FIA come out and say they are stopping penalties this year if they are racing incidents?

Yes they did F-C and there are no unilaterally applied sanctions as you state. I'm sure there's more to the Kimi penalty rationale than meets the eye but common sense-wise, it sure seems disproportionate to Vettel's 2 weeks prior.
