Probably your carb like many stated. I would try starting it with the filter off and spray carb cleaner in. The engine will run rough; dont let it stall or it will flood. Play with the throttle and governor. I like to play with the governor and rev it higher to blow all the junk out. Replace the filter with a new one and intall a new plug. Remember to gap the plug to manufacturer specs. If that doesn't work, you probably need to adjust your carb. Let us know what worked.
