It's been working well for a year so I am thinking there is some internal issue in the valve but will check the water height too. Thx

Oops, I thought it was just installed.

It might be debris caught inside the valve, but IDK how hard it is to disassemble the filler valve, or if it's even worth taking apart (as opposed to just replacing it).

I took it apart (very easy) and re-assembled it, seems to be fine now. There is a little piston type valve in there with a guide rod, so maybe it was just sticking....

Anyway, working fine now.

Time to spend $20 and replace the fill valve. Or you could re-build the entire thing for about $35. Complete parts kit at Home Depot or Lowes. I did it a few months ago in the place we just sold. Took 15 minutes.
