Honestly bro, you have to ask yourself...what do I have to lose? If she says no, you have to shrug it off and move on to the next interest. If she says yes, pat yourself on the back for being confident. Girls love guys who are confident!! Dont forget that. on a serious note: Im the same way when it comes to girls. Either I just stand there like a tree or just act like a complete ass. I can never win. But your best chance is just start a random topic. She would have to respond to your comment and you can tell with in a few minitues if she likes you. Like when you saw her at the ATM you should say "Hey, would you like to get some lunch with me?" since you meet her a few times. Her answer should also tell you whats going on. And if something like "oh, im soooo sorry but I have some plans already with so-en-so could we do this another time?" and If your lucky she might even say "how about dinner or lunch tomarrow" If not you already broken the ice and can talk to her in the hall way and so on.

^^^ Best advice right there. The key part out of all that is "What have you got to lose?" if you ask her, or anyone. The answer is NOTHING; worst that can happen is she'll say "no thank you". As far as what you do need to say, say anything. Most importantly (In my opinion of course) is to never just stand there with your mouth shut (or hanging open) and even if you can't think of anything proper to say just say ANYTHING (with in appropriate reason), worst case scenario is she’ll think you're funny (and that’s not a bad thing). Although in this particular case you might say something like "hey don't we work in the same building?" and go from there. Ask her how she like the place, and smoothly change the conversation about something outside of work; maybe about a new movie that’s out (just an idea), if she says she hasn't seen it yet then invite her to go watch it with you. Or just invite her for a cup of coffee or something of that nature after a bit of small talk.

Tonight at bowling there was this girl who I was thought was cute. I think she gave me a few looks. I was going to go talk to her but she had a boyfriend. There was another reason I didn't go up to her. In the summer, I was with my two friends walking around City Hall. I thought this girl waved at me and said hi so I said hi back. Turns out she was waving at my friend. I felt so embarrassed haha.

 

Maybe that’s why she was glancing at you at the bowling ally; people do that when they recognize someone and try to place where they've seen that person. On a different note, don't (or at leased try not to) feel embarrassed when a silly situation such as the City Hall ‘incident’ occurs; rather take advantage of it by getting to know the girl. Yes this is easier said then done but it’s another “what’s the worst that can happen?” situation.
