It's hard to give specifics without knowing your exact set-up, but buying silent fans to replace your current fans will most likely quiet it down.

If the fans are getting really old, they can make alot of noise.
Sometimes replacing the fans can help a little bit.

Also make sure to keep the system free and clear of dust and other particulates (I give mine a good spraying with compressed air once a month). This, obviously, causes system temperatures to rise quite a bit and thus the fans to work harder.

You could probably use a few of these:

but the real culprit i suspect are your WD hd's. I have one in my desktop and it is very loud, I can't imagine having 2.

Switch to Ball Bearing cooling fans with adjustable fan speed.

I like big low rpm fans myself.

There are also tricks like Whiskers said, also i've seen people use that soundmat stuff from car audio fame on the inside of the flimsy sides.
http://www.extremetech.com/article2/...2064987,00.asp they go over some more stuff that isn't too expensive in here.

i just opend her up and found i had 4 case fans instead of the 2.

Liquid cool is not needed im only running a pentim 4 2.3ghz 2g ram (DDR2 333) slightly overclocked (ram not cpu)

nitrogen cooled FTW

I dust regulary as well escpecially since the pc in a room with 2 cats... well at least they are short hair cats i couldnt imagine long hair breeds.

i just turned on the computer (momentarily) with all 4 case fans disconected and it made a pretty noticeable differance and i distintively heard my cpu fan or maybe cuz i was just looking at the thing.

I think i will replace the case fans and look into replaceing the cpu fan. I really dont want to replace a perfectly good power supply but then again i was saying the other day that a power supply was one of the FEW copmputer components i dont have spare on.

I have antec 900 (like on the link posted above) It's not too bad with the fans it comes with on low... but once you turn it to high and add a few more fans... well lets say it's louder then the servers at work :o)
