he's bouncing off the rev-limiter but its either in park/neutral and it doesnt let you go all the way up to redline.

Yeah showing off is fine. Showing off where there may be little children playing? Not fine. Moreover, what if he loses of control while driving like an asshole and ends up in someone's front room?
