1. cars take longer to warm up
2. different fuel used
3. typically slower driving due to weather
4. people idle their cars to warm up

in my experience I have never had a car that got the same mileage in winter that it did in summer

1994 accord went from 27 down to 26
1998 accord dropped from 25 down to 24
2002 CL type S dropped from 25 down to 24
2003 Subaru runs about 22 in the winter and 24 in summer
2014 Subaru runs about 30 in the winter and 32 in summer

My '97 Dakota Sport 5.2l 4x4 extended cab got 14 mpg no matter. Weather, hills, or speed never changed it

our 02 sequoia with a 4.7 v8 gets 17.9 in the summer and i got 17.6 this morning. the loss is very minimal with the v8 but decently substantial with the n/a 4 cylinder.
