I had 2 integra's and was very happy with both of them.

The second one I had suffered an unfortunate fate of being stolen. This would be the #1 concern I would have. There is a plenty of articles on team-integra on how to wire up a fuel pump cutoff switch if you are concerned in your area.

As for maintenance the only unusual thing I had ever was the ignition packs going out and leaving it dead in the water.

I would buy another one in a heartbeat if I found the specs I would want.

What State is the car in and where is the rust... on the body under the paint? How about a pic?

I suggest you ask the seller to get you a CarFax report. It'll tell you almost everything about the car, including the current selling price/value of the car.

Start the car and open the hood. With the car at idle look at the engine, it should be smooth not shaking. Also listen to the engine, it should also sound smooth and somewhat quiet. If you hear unusual noises something is wrong... might want to look at another car.

Look for any fluids leaking or dampness. The engine bay should be 100% dry. Look for fresh wet oil stains under the front of the car where its park, if you see that chaces are its from that car. Walk away don't buy that car. You can do this test after test driving the car. Just pull into a spot thats oil free and let it idle for a while... pretend you're checking out the exterior of the car but keep it running.

Keep an eye on the temperature needle, make sure its not running hot. The needle should stay around the center between hot and cold or less. If it's close to the red/hot... don't buy the car.

Another option is take it to a repair shop pay them an hour of labor to inspect the car for you... well worth the money.
