Timing belt service question

Timing belt service question

My father recently got the timing belt service done to his 2002 Toyota Camry with 225k miles. Belts and water pump replaced. Things is, after the service there has been a noise like a vibration, like a loud fan. It's not very noticable but at the same time you can also "feel" the noise. Not sure if explained that right but I'm sure someone might know what I mean. It's not a vibration or a pulsation that is heavily noticable but for someone that drives that car every day it's there. Any ideas what the problem could be? Also, there has a been a loss of power since the service. While driving at 40mph, it's like there is something holding the car back.

Sounds like the timing may be a bit off and need to be adjusted. Is it running hotter at all?

Not running hotter at all. He's taking it to a mechanic friend this weekend to have it checked out. I was thinking a loose belt.
