You can apply, I have and did have have sponsors in the late 90's. Now things are different, the car scene is not as popular as it was 10 years ago and the economy is in tough shape. Typically the process involves finding the right gate keeper, talking to them, create a written proposal with what you are looking to do and why it will benefit them - pictures and solid data supporting your claims are helpful here. Getting the first sponsor is the hardest, with my car audio project I got Street Wires on board without much trouble and that made getting other brands to join in much easier.
Honestly, unless you have a brilliant plan and a history of success in this arena I don't think many, if any, companies are going to be in a hurry to take a risk like that in this market.
